With intentional closure of East Coast refineries, more (US and Canadian) crude will go to the Texas Gulf coast where it will be refined, tax free, and then exported, again, tax free. So the taxpayer will be on the hook for paying for any environmental damage (read: spill) but there is no ROI in it for the taxpayers. Just cost.

A lot of that is because the oil companies are working to send Canadian crude to Texas, where the refineries are exporting product, instead of to the East Coast, where they're shutting refineries down.
And the Republicans are cheering them on.
